Unsportsmanlike Fouls

An unsportsmanlike foul is contact by a player that, in the judgment of the referee(s), meets any of the following criteria:

  • Criteria 1: Contact with an opponent without a legitimate attempt to directly play the ball, going against the spirit and intent of the rules.
  • Criteria 2: Excessive or hard contact while attempting to play the ball or an opponent.
  • Criteria 3: Unnecessary contact by a defensive player aimed at stopping the offensive team’s progress in transition (applies until the offensive player begins their act of shooting).
  • Criteria 4: Illegal contact from behind or laterally on an opponent progressing toward the basket, with no other defenders between the player and the basket (applies until the offensive player begins their act of shooting).
  • Criteria 5: Contact by a defensive player during a throw-in, when the game clock shows 2 minutes or less in the fourth quarter or in any overtime period, and the ball is still in the referee’s hands or at the disposal of the thrower-in.

Referees must apply the criteria consistently throughout the game, judging only the action, not the intent.

Penalty for unsportsmanlike foul:

  • An unsportsmanlike foul shall be charged against the offending player.
  • Free throws shall be awarded to the fouled player, followed by:
    • An inbounding possession at the free throw line in the team’s frontcourt.
    • If neither team had control or possession, a jump ball situation will occur.

    • At the start of the first quarter, the game will resume with a jump ball at the center circle.

Number of Free Throws:

  • If the foul occurs when the player is not in the act of shooting: 2 free throws.
  • If the foul occurs when the player is in the act of shooting:
    • If the shot is successful: The basket counts + 1 additional free throw.
    • If the shot is unsuccessful: 2 or 3 free throws depending on the original shot attempt (2-point or 3-point shot).

Technical Fouls

A technical foul is a non-contact foul of a behavioural nature, including but not limited to the following actions:

  • Ignoring referee warnings.

  • Disrespectful communication or behaviour toward referees, score table officials, opponents, or bench personnel.

  • Using offensive language or gestures likely to incite or offend spectators.

  • Baiting, taunting, or provoking opponents.

  • Obstructing an opponent’s vision by waving or placing hands near their eyes.

  • Excessive swinging of elbows without making contact.

  • Deliberately delaying the game by:

    • Touching the ball after it passes through the basket, or

    • Preventing a prompt throw-in.

  • Faking being fouled (flopping).

  • Hanging on the ring to the extent that the player’s weight is fully supported by it, except when:

    • Momentarily grasping the ring after a dunk, or

    • Grasping the ring to prevent injury, at the referee’s discretion.

  • Goaltending during the last free throw by a defensive player (resulting in the offensive team being awarded 1 point plus a technical foul against the defender).

Penalty for technical foul:

  • One free throw shall be awarded to the opposing team.

  • After the free throw:

    • If a team had control of the ball or was entitled to possession when play was stopped, that team will resume play with a throw-in from the spot nearest to where the ball was located.

    • If neither team had control or possession, a jump ball situation will occur.

    • At the start of the first quarter, the game will resume with a jump ball at the center circle.

Disqualifications / Ejections

  • A player is disqualified from the game if charged with:
    • 2 unsportsmanlike fouls, or
    • 2 technical fouls, or
    • 1 unsportsmanlike foul and 1 technical foul.
  • If a player is disqualified for any of the above reasons, only the last foul (technical or unsportsmanlike) is penalized, and no additional penalty for disqualification is applied.
  • All disqualified players must leave the court promptly and in an appropriate manner.

  • All disqualifications will be referred to the SEAJBL Tribunal for review.

  • First-time disqualifications will be reviewed, and penalties will be determined by the Tribunal.

  • Any further disqualifications will be reviewed, with additional penalties applied at the Tribunal’s discretion.

No Zone Policy

  • SEAJBL applies the No Zone Policy to all 12U and 14U competitions. For more information please visit [here]

Mercy Rules

To ensure a respectful and positive playing environment for all teams, SEAJBL applies a Mercy Rule guideline for games where the score margin becomes significantly unbalanced.

When the Mercy Rule Applies

  • The mercy rule is not applicable for grading rounds, cross over games or finals.
  • The mercy rule may be activated once the score margin reaches or exceeds 30 points.
  • At the next stoppage in play, officials will approach the coach of the trailing team to offer the option of enforcing the mercy rule.

If the Mercy Rule is Accepted

  • The current score will be recorded as the final official result, and the leading team will be awarded the win.
  • The scoreboard will freeze, and no further team points will be added.
  • However, all other game statistics—such as individual scoring, fouls, etc —will continue to be recorded until the end of regulation time.

If the Mercy Rule is Declined

  • The game will continue as usual, and the final score at the end of regulation will stand.
  • The coach of the trailing team is allowed only one opportunity to enforce the mercy rule per game—this decision is final once made.
  • If officials fail to offer the mercy rule once the 30-point margin is reached, the trailing team’s coach may request it at the next stoppage.

Scheduling, Game Acceptance & Changes
Scheduling, Game Acceptance & Changes

Overview

SEAJBL uses the LetsPlay platform for all game scheduling, and all clubs are required to utilize it to schedule and confirm fixtures.

  • Auto AI Scheduling
Clubs must submit their teams’ availability and venue requirements to SEAJBL by the published deadline. The platform will then automatically allocate games based on this information.

  • Manual Scheduling
Clubs receive a blank calendar to allocate their home games. These games must then be confirmed by the opposing (away) team.
Clubs must ensure all scheduled games are completed within the designated timeframes for each competition phase.

Acceptance Timeline

  • Once a home team schedules a game, the away team has 7 days to either accept or decline the proposed fixture.

  • If no response is received within this timeframe, the game will be automatically accepted.

  • This same 7-day response window applies to all neutral venue games scheduled by SEAJBL.

  • Comprehensive guidelines, expectations, and support documentation for club administrators using LetsPlay can be found [here].

Grading Rounds

  • Home teams are responsible for coordinating and scheduling their grading game against the next ranked opponent within their pool.

  • Neutral venue games will be scheduled and assigned directly by SEAJBL.

Pool
Team 1 Away @ Team 2 Neutral vs Team 3 Home vs Team 4
Team 2 Home vs Team 1 Away @ Team 3 Neutral vs Team 4
Team 3 Neutral vs Team 1 Home vs Team 2 Away vs Team 4

    • Each team is allowed one (1) game change request per game without penalty.

    • Subsequent change requests will incur a S$55 game change fee per request.
    • No changes are permitted within 7 days of the scheduled game date and time.
    • Any change requested within this 7-day window will be treated as a game cancellation.
  • Game Cancellation Penalties:
    • A S$175 cancellation fee will apply per game.

    • In addition, court booking fees will be charged, based on the venue’s individual rates.

Abandoned Games

  • In the event a game is abandoned due to unforeseen court issues (e.g. safety hazards, power failure), the following rules will apply:
    • If the game is abandoned before halftime, it will be fully rescheduled for a new date and time.

    • If the game is abandoned at or after halftime, the score at the time of abandonment will stand as the final result.

Our goal is to celebrate that individuality while ensuring all team uniforms remain compatible with our game day technology. To support smooth game operations and accurate performance data, it is highly recommended that uniforms follow a few essential guidelines—particularly around number visibility. Acceptable Numbers

  • Numbers must be between 0 and 99.
  • Each player must have a unique number within their team.

Prohibited Designs

  • Transparent, faded, or metallic numbers that interfere with number visibility are not allowed.
  • Sponsor logos must not overlap or obscure player numbers.

Approval & Compliance

  • Teams failing to comply may be asked to modify uniforms or may become ineligible for AI-generated stats and highlights.
